NEWS | Covid-19 measures, there are changes.


On Monday, new measures will begin to combat the Covid-19 pandemic. They are: testing the detection of SARS-CoV-2 and with the information contained in the digital certificate. The new rules were approved in the Council of Ministers on Thursday, 02/03/2022, and announced in a statement that same day as below.

Communiqué of the Council of Ministers of February 3, 2022 1. The Council of Ministers today approved the decree-law amending the measures relating to the European Union's COVID Digital Certificate. Thus, as for the immunisation certificate, it now attests to: - Completion of the primary immunisation series of the respective holder, more than 14 days and less than 270 days since the last dose, with a COVID-19 vaccine; or - Taking a booster dose of a COVID-19 vaccine. As for the test certificate, it goes on to certify that the holder has been subject to: - A molecular test for nucleic acid amplification (TAAN), in the last 72 hours, with a negative result; - A rapid antigen test, in the last 24 hours, with a negative result. With regard to the recovery certificate, the rules in force remain. 2. The resolution amending the measures applicable in the context of the COVID-19 pandemic was also approved, introducing adjustments with regard to the proof of immunisation to be submitted for access to certain places, in accordance with the changes introduced in the decree-law on the COVID-19 Digital Certificate. The adjustments concern access to tourist or local accommodation establishments, restaurants or the like, gambling establishments, casinos, bingos or the like, events, access to gyms and gyms, and entry into national territory, ending, in the latter case, the requirement to present proof of test with negative results for those who present an EU COVID Digital Certificate in any of its modalities or other proof Regarding the validity of antigen tests, in accordance with the changes made to the decree-law on the COVID-19 Digital Certificate, it is now required that they be carried out in the previous 24 hours with a negative result (instead of the previous 48 hours). 3. The possibility of extending, until January 1, 2023, the deadline for the realisation of the transfer of competences to municipal agencies and intermunicipal entities in the field of social action was approved. 4. Expenditure has been authorised for the following procedures: Reprogramming of the multiannual charges of the Health Investment Program, regarding the investment in the construction of a new building for the Emergency Service of Hospital de S. Bernardo, from the Setúbal Hospital Centre, E. Q. E. ; Rescheduling of expenditure on the acquisition of electronic payment reimbursement processing services with bank cards for the operationalisation of the VATucher Program for the years 2021 and 2022, not changing its total value; Reprogramming of the multiannual charges for the realisation of the expenses inherent in the acquisition of a Coastal Patrol Vessel and three Coastal Patrol Boats vessels, under the project co-financed by the Internal Security Fund. 5. The resolution reprogramming the sources of funding for expenditure on the construction of new sections of the Light Rail System of the Porto Metropolitan Area was adopted.
 


We emphasise:


… The results obtained through rapid antigen tests, carried out in pharmacies or laboratories, become valid for only 24 hours - before the negative result was considered valid for 48 hours. But nothing changes about PCR tests, the result of which remains valid for 72 hours.


… The digital certificate of vaccination against Covid-19 will attest to one of two things: either that the holder of the document completed the primary vaccination schedule (two doses for Moderna, Pfizer or AstraZeneca; and one dose of Janssen) more than 14 days and less than 270 days since the last dose; or that he has already taken the booster dose, regardless of the time the vaccination occurred.


… It is no longer necessary to show a negative test for the detection of SARS-CoV-2 - done less than 72 hours ago in the case of a PCR test or less than 24 hours ago with a rapid test - to enter Portuguese territory. But this only applies to those who have a digital certificate attesting to complete vaccination against Covid-19 or recovery from the disease. Digital certificates from the European Union and those from third countries are accepted on reciprocal terms.
