State of Calamity decreed for Portugal

Certificates and status tests

Guidelines disseminated by the Government of Portugal on social media.

Since December 1st, the State of Calamity for mainland Portugal was declared, with new measures to contain the COVID-19 pandemic. Regular testing, the recommendation of teleworking and the mandatory use of masks in closed spaces are some of the rules to be adopted.


The presentation of the Covid Digital Certificate is again mandatory when accessing:

  • restaurants

  • tourist establishments and local accommodation

  • events with marked places

  • gyms.

A negative COVID-19 test is required, even for vaccinated people, in the following locations:

  • home visits

  • visits to patients admitted to health facilities

  • major cultural or sporting events, without marked seats, and sporting venues (indoor or outdoor)

  • clubs and bars.

At borders, the rules are:

  • mandatory negative test for all flights arriving in Portugal

  • sanctions for airlines (20,000 euros per untested person who lands in Portugal)

  • mandatory negative test for those entering mainland territory by land, river or sea.




For the week from 2 to 9 January, which will contain existing contacts during the festive season, specific rules will be adopted:

  • mandatory telecommuting

  • Interruption of face-to-face classes at all levels of education (classes restart on January 10)

  • closing of clubs and bars.


The reinforcement of vaccination in the most vulnerable population is part of this new package of measures, and the vaccination of children between 5 and 11 years of age is still being evaluated.
