António Costa, Prime Minister of Portugal, in his opening speech at the meeting of the National Political Commission of the PS, in Lisbon, mentioned that there is already a defined calendar for the appreciation of the national minimum wage for the next few years, and that it will always increase above expected growth for the product and which will be €40 euros in 2022. This constitutes the biggest increase ever in the national minimum wage. This means that next year the minimum wage will be €705.
In addition, an increase of €45 in 2023 to meet the target they received for this legislature in terms of €750 value of the national minimum wage until the end of another structure and then two successive increases of €50 in 2024 and 2025 to reach the €850.
What is the minimum wage in Portugal in 2021?
The minimum wage in Portugal in 2021 will be 665 euros – when converted to the Brazilian real, something around R$ 4,375.70 (euro quotation at R$ 6.58).

The curiosity about these salaries is that among the countries of the European Union, Portugal is in 11th place among the countries with the lowest minimum wage.
Gross salary discounts
And when it comes to discounts, an important detail about the minimum wage in Portugal is that it suffers some discounts such as the IRS withholding tax and Social Security Contribution.
However, on some salaries the IRS is exempt.
In general, the person who receives the minimum wage, which currently stands at 665 euros, after the social security contribution discounts will receive €591.85 at the end of the month.
Example for salary of 1400 euros
- Discount belonging to the employee:
232.00 euros (16.6% as irs. ⚠️ IRS is the tax on personal income, with geometric progression, going up to 45% of the maximum rate);
154.00 euros (11.0% as social security) (fixed rate).
Net amount receivable:
€1400 - €232 - €154 = €1.014
- Company-owned discounts:
332,50 euros ( 23.75% by way of social security, fixed rate).
Therefore, even if they do not pay the net salary of 1,014.00, they must pay the respective taxes to finance and social security every month:
€232 + €154 + €332,50 = €718,50
Among those who receive more than €1,330, discounts are greater, as in addition to the €146.3 of social security, there is also a withholding tax. In these cases, the remuneration is €961.62.
