New measures will take effect from January 15th (Friday) at 00:00. It is important to emphasize that these measures will be reviewed every 15 days.
And what would these measures be?! Similar to the beginning of the year 2020 between the period of March and April, the mandatory home payment obligation. "Each one of us must stay at home", emphasizes Prime Minister António Costa. Of course, there are exceptions, for a set of authorized travels, namely: acquisition of essential goods and services, performance of professional activities when there is no place for telework, participation in the electoral campaign or election of the President of the Republic, the frequency of school establishments, compliance with the sharing of parental responsibilities, among others.
In addition, the Government will keep all educational establishments in full operation, "as they have been operating until now". Costa underlined the need "not to sacrifice the current generation of students again", as shown in the video below.
Mandatory confinement is provided for people with COVID-19 or on active surveillance. This situation is indisputable.
Obligatory teletrailing, with increased fines in case of non-compliance. "As happened during the months of March and April, telework is imposed without the need for an agreement between the employer and the worker and the agreement of either of them is waived", said António Costa, adding that "to ensure compliance with this obligation we consider it very record the fine arising from the breach of mandatory telework".

The prime minister revealed, anticipating that the restrictions would be in effect for a month.
Taking into account the evolution of the epidemiological situation in the country, the Government determined a set of extraordinary measures aimed at limiting the spread of the pandemic and protecting public health, ensuring supply chains for essential goods and services.
Regarding elections, the right to vote in advance is guaranteed in an exceptional and temporary regime for voters who are in compulsory confinement, namely citizens residing in residential structures for the elderly and in other responses dedicated to elderly people.
The fines foreseen for violating the norms related to the pandemic (such as not wearing a mask on public roads) "are doubled".
Regarding displacements, the non-subject to a test upon arrival at the airport will be subject to an administrative infraction (with a fine varying between 300 and 800 euros).
Support will be expanded and activities forced to close will once again have access to the simplified 'lay-off'.
As for the activities that will be open, they are the same as in March and April of last year:
Restaurants and cafes can only be used as a take-away or home delivery;
Hairdressers and barbershops will have to close;
Public services available by appointment;
All prohibited events, with the exception of electoral campaign actions and religious celebrations (according to DGS rules);
Gyms, pavilions and other sporting venues will be closed. The games of the national teams and of the 1st senior division will not have an audience; It will be possible to exercise outdoors;
Cultural facilities have to close again.
It is noteworthy that, in addition to these measures, the Council of Ministers decided to review the administrative offense regime in the context of the calamity, contingency and warning situation and aggravates the administrative offense:
Non-compliance with telework is now considered a very serious infraction;
Failure to test Covid-19 upon arrival at the airport becomes an administrative offense punishable by a fine of €300 to €800;
The fines are doubled during the State of Emergency.
